LES ACTIVITÉS NUCLÉAIRES : RAYONNEMENTS IONISANTS ET RISQUES POUR LA SANTÉ ET L’ENVIRONNEMENT 2.2 Taxation In 2025, the tax on BNIs was collected in accordance with the conditions set out in Article 43 of the Finance Act 99-1172 of 30 December 1999 for 2000 and its implementing Decree (2000361 of 20 April 2000, as amended) concerning the tax on BNIs and additional taxes, and in Article 58 of the Amending Finance Act for 2013 (2013-1279 of 29 December 2013) concerning the special contribution to Andra. The amount of taxes recovered by ASNR in 2025 was €813.81 million: ∙€557.67 million from BNI taxes (paid into the State’s general budget); ∙€122.85 million from the additional "assistance", "disposal" and "research" taxes (assigned to various bodies including Andra, to certain municipalities and Public Interest Groupings – GIPs); ∙€133.29 million from the special contribution for the management of radioactive waste (allocated to Andra). It should be noted that following the dissolution of the Institute for Radiation Protection and Nuclear Safety (IRSN) and the creation of ASNR, the annual contribution of approximately €60 million owed by licenses of nuclear facilities and collected and allocated by IRSN until 2024 (pursuant to Article 96 of the Amending Finance Act 20101658) has not been recovered by ASNR (the corresponding amount has been appropriated from the budget). In addition, pursuant to Article 125 of the Finance Act 2025-127 of 14 February 2025, part of the proceeds of the tax on BNIs has been allocated to CEA, up to the ceiling stipulated in II of the same Article, i.e. €240 million for 2025, to finance the Jules Horowitz research reactor project. In order to make this repayment, an advance on the proceeds of the 2026 tax was collected from BNI operators at the end of 2025. The total amount paid on account was €330.11 million. It also includes €60 million of revenue from the tax initially allocated to IRSN but not collected for 2025 (paid to the general State budget). 3 – Outlook In 2026, the new Authority for Nuclear Safety and Radiation Protection will continue to be set up, in particular through the reorganisation of its operational departments. A Scientific Council will be set up in accordance with the provisions of Article L. 592-28-3 of the Environment Code. The composition of this Council will reflect the diversity of scientific fields. It will notably be consulted regarding ASNR’s scientific strategy and research programmes. The Advisory Committees of Experts (GPEs) will continue to carry out their duties in accordance with the provisions of Article L. 59213-3 of the Environment Code. The year 2026 will be devoted to the process of renewing all the GPEs so that the new mandate can be put in place on 1 January 2027. Workplace elections will be held in the second half of March 2026 to set up the new social dialogue bodies, in accordance with the provisions of Decree 2025-1381 of 26 December 2025. The “dialogue with society” roadmap will be presented to HCTISN and OPECST in spring 2026. By 1 July 2026 at the latest, ASNR will submit its second report to OPECST assessing its creation and the implementation of the reform introduced by Act 2024-450 of 21 May 2024 relative to the organisation of nuclear safety and radiation protection governance, in order to address the challenges of the nuclear industry’s renewal. The year 2026 will also be used to prepare for a new IAEA IRRS mission in 2027. IRRS missions are designed to improve and reinforce the efficiency of national nuclear regulatory frameworks, while recognising the ultimate responsibility of each State to ensure safety in this field.
