This is because, in accordance with the principle of grandfathering, the licences issued before 1 January 2021 will act as registration until the licence reaches term, on condition that in the interim there is no change in the nuclear activity. 2.4.3 – Statistics for the year 2025 Suppliers In view of the fundamental role played by the suppliers of radioactive sources or devices containing them in the radiation protection of future users (see point 2.4.1), ASNR exercises tightened oversight in this field. During 2025, 140 radioactive source supply licence applications or licence renewal applications were examined by ASNR, and 29 inspections were carried out (all ionising radiation sources combined). Users The case of radioactive sources In 2025, ASNR reviewed and issued eight new licences, 176 licence renewals or updates, 41 licence cancellations, and 127 registration decisions. ASNR also issued 305 notification acknowledgements for sealed radioactive sources in 2025. Graph 6 shows the regulatory acts issued by ASNR for radioactive sources in 2025 and, where applicable, their development over the last five years. The entry into effect of ASN resolution 2018-DC-0649 of 18 October 2018 amended (see point 2.4.2) is the main reason for the very large drop in the number of licences issued in favour of the issuance of notification acknowledgements, and illustrates the concrete application of the graded approach to risk control. This drop will become greater in the coming years as the new registration system (see point 2.4.2) applicable since 1 July 2021 gradually increases in scale. Once the licence, registration or notification acknowledgement is obtained, the holder can procure sources. To do this, it receives supply request forms from ASNR, enabling the latter to verify – as part of its duty to keep the national inventory of ionising radiation sources up to date – that the orders are in conformity with the licence, registration or notification acknowledgement issued to the user and the licence of its supplier. If the order is correct, the transfer is then recorded by ASNR, which notifies the interested parties that delivery can take place. The Public Health Code also provides, in Articles R. 1333-154, 156 and 157, for the prior registration by ASNR of movements of radionuclides in the form of radioactive sources. For radioactive sources subject to declaration, registration or authorisation, ASNR monitors and validates movements within the country (including imports and exports). ASN resolution 2015-DC-0521 of 8 September 2015 relative to the tracking and methods of registering radionuclides in the form of radioactive sources and products or devices containing them details the methods of registering transfers and the rules for tracking radionuclides in the form of radioactive sources. This monitoring provides an accurate picture of the entities in possession of radioactive sources (nature, quantity, location, purpose of use and timeframe). Holders also periodically send inventories of all the ionising radiation sources they hold. ASNR’s SIGIS IT tool (Système d’Information et de Gestion de l’Inventaire des Sources - Information and inventory management system for sources, sigis.asnr.fr) compiles this information as part of the national inventory of ionising radiation sources, a task assigned to ASNR by the Public Health Code (Article R. 1333158). All this information is used by the authorities, as well as other players such as customs, the gendarmerie and the fire brigade. In practice, the SIGIS database contains around 50,000 suppliers, manufacturers, holders or users for around 50,000 ionising radiation sources listed.
