LES ACTIVITÉS NUCLÉAIRES : RAYONNEMENTS IONISANTS ET RISQUES POUR LA SANTÉ ET L’ENVIRONNEMENT 4.4 Contributing to public information Ordinance 2012-6 of 5 January 2012, modifying Books I and V of the Environment Code, extends the obligations for public information to the persons Responsible for Nuclear Activities (RNAs). Article L. 12510 of the Environment Code sets the thresholds beyond which the person responsible for transport must communicate the information requested by a citizen. The thresholds are defined as being those “above which, in application of the international conventions and regulations governing the transport of dangerous goods, of the Code of Transport and of their implementing texts, the transport of radioactive substances is subject to the issuance – by ASNR or by a foreign Authority competent in the field of radioactive substance transport – of an approval of the transport package design or a shipment approval, including under special arrangement”. Any citizen may therefore ask the persons in charge of transport for information on the risks presented by the transport operations referred to in the Environment Code. On asnr.fr, ASNR has also published an educational file presenting the transport of radioactive substances. 4.5 Participation in international relations in the transport sector International regulations are drafted and implemented as a result of fruitful exchanges between countries. ASNR incorporates these exchanges into a process of continuous improvement in the level of safety of radioactive substance transports, and encourages exchanges with its counterparts in other countries. 4.5.1 – Work of the European Association of Competent Authorities on transport The European Association of Competent Authorities on the Transport of Radioactive Materials (EACA) was created in 2008. Its purpose is to promote the harmonisation of practices in the regulation of the safety of transport of radioactive substances, and to encourage exchanges and OEF between the various Authorities. France, which initiated the creation of this association, plays an active part in its work, including by presenting its views on the regulatory changes that may be needed, in particular on the occasion of the association’s annual meeting. An analysis of the OEF from major transport events is also shared with participants. 4.5.2 – Bilateral relations with ASNR's foreign counterparts ASNR devotes considerable efforts to maintaining close ties with the competent Authorities of the countries concerned by the numerous shipments to and from France. Prominent among these are Belgium, the United Kingdom, Germany and Switzerland. Germany ASNR maintains close links with the competent German Authority (Bundesamt für die Sicherheit der nuklearen Entsorgung – BASE) and its technical support (Bundesanstalt für Materialforschung und -prüfung – BAM). In addition to joint inspections of transport packaging production, a technical cooperation agreement was signed between BAM and the Nuclear Safety Expert Assessment Department. This agreement aims to strengthen their collaboration, in particular with a view to sharing their wealth of experience and knowledge, particularly in the field of assessing the safety of packaging intended for the transport of radioactive materials, Participants at the 50 th IAEA TRANSSC Committee meeting in Vienna (Austria) – 3 to 7 November 2025. HIGHLIGHT No. 5 Participation in the PATRAM international symposium on radioactive substance transport After Juan-les-Pins in 2023, the 21st Patram conference on the packaging and transport of radioactive substances was held in San Antonio, Texas, at the end of July 2025. It convened more than 700 people from industry, research, education and safety authorities. In addition to ASNR, a large number of French players (ASND, Orano Group, Framatome, EDF, CEA, Robatel, Form-Edit, NAAREA, Technetics and Transports NCT) took part in this professional event. ASNR gave a number of presentations to explain the French regulatory oversight and the control of transport safety, or its work in the field of technical expertise on package safety, such as the finite element modelling of transport package trunnions, the evolution of sealing performance during the thermal ageing of elastomer seals and the development of a simplified model of the delayed impact of a parcel’s contents during a regulatory drop test.
