LES ACTIVITÉS NUCLÉAIRES : RAYONNEMENTS IONISANTS ET RISQUES POUR LA SANTÉ ET L’ENVIRONNEMENT of liquid containment control in the event of a spill of a hazardous or radioactive liquid substance. A number of inspections were also carried out on the control of non-radiological risks, through situational exercises. With regard to the control of liquid containment, ASNR notes progress in the consideration of the issues by field personnel who may be confronted with a situation involving the spillage of hazardous substances, as well as in the organisation to be implemented in such circumstances. However, situational exercises involving the containment of fire extinguishing water showed that most sites were insufficiently prepared for such situations. We therefore expect emergency documentation and training to be improved in this area. ASNR notes the involvement of the sites in the area of control of nonradiological risks. However, ASNR considers that the approach to reducing the risk of mixing incompatible chemical substances during tank storage operations are inadequate. To prevent these risks, the sites concerned are implementing organisational preventive measures, but the inspectors noted that there was room for improvement in their implementation on the ground. In particular, the people in charge of supply operations may not have sufficiently assimilated the issues associated with these measures. ASNR expects EDF to take the necessary actions to ensure the effective implementation of the procedures currently in place to prevent such risks, and to accelerate the rollout of the planned new measures. More generally, ASNR noted in 2025 that the management of discharges was generally under control. In particular, the deviations observed in 2024 relating to non-compliance with effluent or environmental control and monitoring procedures have decreased. In terms of waste management, the general improvement trend observed since 2022 has continued into 2025. However, ASNR inspections show that the sites need to make progress in managing waste inventories and storage times. More broadly, for waste to be conditioned on many sites, ASNR observes saturation of the storage spaces in the buildings specifically set aside for that purpose, making their management more complex.
