ASNR is currently reviewing an application to modify the Decree authorising the decommissioning of BNI 54, given the slippage in the decommissioning operations schedule and the change of the final state aimed. • Decommissioning of the cryogenic treatment facility takes priority in CEA’s “DEM/Waste” strategy. It started in 2021. Retrieval and packaging of the waste stored in the trenches Risk of flooding by water table upwelling • Development of packaging routes for certain particular types of waste • Design of automated means of retrieval The retrieval scenario for the waste in the trenches was transmitted to ASNR at the beginning of 2024, and will be presented in the decommissioning file submitted for public consultation in 2026. Retrieval and packaging of all the intermediate level bulk waste present in the old pits (“vrac MI” – bulk IL – project) Safety of the pits containing waste with respect to a seismic hazard • Construction of new buildings and commissioning of an entirely automated retrieval process requiring substantial preliminary operations • Definition of the definitive packaging process • ASNR is currently examining the decommissioning file. • The “vrac MI” project is at the detailed design study stage. The “ATC” project is at the preliminary design study stage. Retrieval and packaging of all the waste present under the hangars (“ATC” project) Safety of the hangars containing waste with respect to a seismic hazard CEA Fontenay‑aux‑Roses OPERATION AND DESCRIPTION CHALLENGE NEXT KEY STEPS ASNR OBSERVATIONS Packaging of the ILW‑LL waste in PETRUS drums and characterisation of the waste from the decommissioning of the PETRUS unit Access to the contaminated silos under the PETRUS unit • Construction of the new waste transfer and packaging enclosure (ETCB) • Development work in order to accept and remove the waste drums from decommissioning of the equipment of building 18 (EDB) • The end of decommissioning was initially scheduled for 2017 and 2018 for BNIs 165 and 166 respectively. ASNR is currently examining an application to modify the decrees authorising decommissioning of BNIs 165 et 166, for which some deadlines have already been exceeded. The file submitted by CEA provides for decommissioning to be completed in around forty years. • In view of the numerous technical and organisational difficulties, particularly the lack of knowledge of the initial state of the shielded cells containing legacy waste, the end-of-retrieval deadline will probably be pushed back by several decades. • ASNR is reviewing the commissioning application for the ETCB for waste packaging. CEA plans to submit several safety files over the next few years to initiate WRP and decommissioning operations. Retrieval of waste stored in the pits of building 58 of BNI 166 Retrieval of waste to allow decommissioning of the facilities situated in a highly urbanised area Construction of the new “retrieval and packaging unit” (ARC), formerly known as the “measuring and packaging equipment” (EMC) CEA Marcoule OPERATION AND DESCRIPTION CHALLENGE NEXT KEY STEPS ASNR OBSERVATIONS Sodium treatment Risk of fire, pyrophoricity(*), explosion Commissioning of the NOAH secondary sodium treatment facility (scheduled for 2028) • Treating the sodium is a prerequisite for decommissioning the facility and will significantly reduce the risks it represents. • The ongoing updating of the Phénix decommissioning strategy aiming to prioritise a sodium treatment, led CEA to submit in late 2024 an application to modify the facility’s Decommissioning Decree. Evacuation of the source term Source term reduction, criticality risk Continued evacuation of irradiated assemblies and removable components The fuel will be evacuated up to the start of the 2030s.
