REGULATORY PHASE

Stage 3: Pre-licensing

Stage 4: Assessment of the application

CALOGENA

On October 31, 2024, and subsequently amended on June 20, 2025, CALOGENA submitted a request for an opinion to ASN regarding some of the safety options chosen for its small modular reactor project, CAL30.

On December 23, 2025, and January 6, 2026, CALOGENA submitted two additional requests for an opinion to ASNR regarding some of the safety options chosen for its small modular reactor project CAL30.

JIMMY

On May 4, 2024, JIMMY submitted a request for a DAC for the construction of a reactor intended to supply heat to the Cristal Union’s industrial facility located in Bazancourt (51).

On May 6 2024, the ASN was asked by the MSNR to carry out a technical examination of the request.

The technical assessment has been suspended pending the additional information requested by the MSNR.

NEWCLEO

On December 19, 2025, NEWCLEO submitted a request for an opinion to ASNR regarding some of the safety options chosen for its small modular reactor project LFR-AS-30.

STELLARIA

On December 19, 2025, ASNR has received  a copy of the license application file of an experimental reactor on the Cadarache nuclear site of the French Alternative Energies and Atomic Energy Commission (CEA).

On December 22, 2025, ASNR was asked by the MSNR to carry out a technical examination of the request.

NEWCLEO

On December 13, 2024, NEWCLEO submitted a request for an opinion to ASNR regarding some of the safety options chosen for its plan for a pilot-scale MOX-LFR fuel production facility.

JIMMY

On March 27, 2024, JIMMY submitted a request for a DAC for the construction of a TRISO fuel assembly plant at the Le Creusot site.

On April 4, 2024, the ASN was asked by the MSNR to carry out a technical examination of the request.

The technical assessment has been suspended pending the additional information requested by the MSNR.

STELLARIA

On December 19, 2025, STELLARIA submitted a request for a DAC for the construction of an INB named ALPHA, comprising a molten salt fuel synthesis plant on the Cadarache nuclear site of the French Alternative Energies and Atomic Energy Commission (CEA).

On December 22, 2025, ASNR was asked by the MSNR to carry out a technical examination of the request.

Dialogue and assessment procedures

In order to optimise preparations for any creation authorisation applications for these various innovative projects, and in order to mobilise resources proportionate to the level of development maturity of each project, a four-phase framework of incremental technical exchanges was set up.
